These terms govern use of the Operation Siam website, accounts, support pathways, and contribution features operated by Dega Central Highlands Organization.
By accessing or using Operation Siam, you agree to these terms. If you use the site for an organization, you confirm that you are authorized to act for it. If you do not agree, do not use an account, submit a request, or complete a contribution.
Operation Siam provides organizational information, public educational material, updates, contribution options, support routing, and pathways for institutional engagement. Content is general information and is not legal, immigration, medical, financial, tax, or other professional advice.
You should obtain advice from a qualified professional or competent authority for decisions affecting rights, status, health, safety, or finances.
Operation Siam is coordinated by DCHO. It is not part of UNHCR, IOM, the Royal Thai Government, the U.S. Government, or another institution unless a written relationship is specifically identified. References and links do not imply endorsement or partnership.
Operation Siam cannot issue refugee documents, determine refugee or immigration status, control detention, issue a visa, or select anyone for third-country resettlement.
Operation Siam is in a launch phase. Public pages describe the initiative’s proposed framework, fundraising purpose, standards, and intended areas of activity. Unless clearly identified as completed and dated, a described activity is not a promise that a program, benefit, referral, or service is currently available to every person or will become available by a particular date.
You must provide accurate information, keep credentials confidential, use only an account you are authorized to use, and notify us promptly of suspected unauthorized access. You are responsible for activity under your account to the extent permitted by applicable law.
We may require verification, limit features, suspend access, or close an account when reasonably necessary to protect a person or system, investigate misuse, comply with law, address unpaid or disputed transactions, or maintain the integrity of the service. We will act proportionately where practicable. Account information is handled under the Privacy Policy.
Contributions
Contributions support the organizational work and launch of Operation Siam. A contribution does not create eligibility for assistance and cannot buy, accelerate, guarantee, or improperly influence refugee recognition, immigration action, release from detention, a visa, family reunification, or resettlement.
Do not place identity documents, exact live locations, UNHCR or immigration records, detention files, medical information, children’s records, or detailed protection histories in a public form or initial message. Start with the issue category and a safe response method.
When submitting content, you confirm that you have the right and appropriate authority to provide it. Do not disclose another person’s sensitive information merely because you possess it.
Unless otherwise identified, the Operation Siam name, visual identity, original page copy, graphics, page design, and other site materials are owned by or licensed to DCHO and are protected by applicable intellectual-property laws. You may link to public pages and make limited personal, educational, or institutional reference use with accurate attribution. You may not remove notices, imply endorsement, commercially exploit the materials, or reproduce a substantial part of the site without permission or another lawful basis.
Dega names, identities, oral knowledge, textile traditions, music, images, symbols, and community narratives are not merely decorative content. Copyright ownership and community, customary, moral, privacy, and consent interests may belong to different people. Do not extract, train on, sell, alter, tokenize, brand with, or republish cultural or personal material in a way that misrepresents, exploits, endangers, or falsely claims ownership over a people or contributor.
You retain rights you hold in content you submit. You give DCHO a limited, non-exclusive permission to receive, store, review, reproduce, and communicate that content only as reasonably needed to operate the requested service, protect the system or a person, comply with law, and maintain appropriate records. Public use or publication requires a separate appropriate basis where needed.

The site links to institutional sources, public reports, payment services, professional resources, and other third-party websites. A link is provided for context or functionality and does not by itself mean that DCHO controls, endorses, partners with, or guarantees the third party.
Third parties have their own content, availability, security, terms, and privacy practices. Review them before providing information or completing a transaction. DCHO is not responsible for a third party’s independent acts or omissions, subject to rights and responsibilities that cannot be excluded under applicable law.
To the extent permitted by law, the site and its content are provided on an “as available” basis. We work to present responsible information but do not warrant uninterrupted access, error-free operation, complete security, or that every source remains current. We do not guarantee assistance, referral acceptance, legal or protection outcomes, funding levels, program launch dates, or third-party action.
Nothing in these terms excludes an express written commitment made by an authorized DCHO representative in a separate agreement.
To the extent permitted by applicable law, DCHO and its authorized personnel will not be liable for indirect, incidental, special, consequential, exemplary, or punitive loss arising from use of or inability to use the site, reliance on general information, misuse by another person, or a third-party service.
These terms do not exclude or limit liability, remedies, warranties, consumer protections, or other rights that applicable law does not allow the parties to waive or limit. Some jurisdictions do not permit particular exclusions, so those provisions apply only to the lawful extent.
Law, changes, and contact
These terms are governed by the laws of the State of North Carolina, without regard to conflict-of-law principles, except where mandatory law in another jurisdiction applies. Nothing here deprives a person of nonwaivable protections or a forum available under applicable law.
We may update these terms as services, risks, or legal requirements change. The current version will show its effective date. Continued use after an updated version takes effect means the updated terms apply to later use, subject to any notice or consent required by law.
