Strengthen Dega unity while building a responsible humanitarian response.

Operation Siam is being established to reconnect voices across the 32 Dega tribes and diaspora, respond to practical and protection needs in Thailand, and coordinate responsibly with qualified institutions. Any activity will depend on verified needs, available launch capacity, qualified providers, and appropriate safeguards.

Proposed operating model

A safeguarded path the launch is intended to establish.

If launch capacity is secured, first-phase enquiries would move through four stages.

Seek to understand the request, immediate risk, consent, and what information is actually necessary.
02Assess scope
Determine whether the matter fits Operation Siam’s role, available capacity, or a qualified referral pathway.
03Coordinate
Where capacity and qualified providers exist, connect practical resources or institutional expertise without creating false expectations.
04Follow up
Document any action taken, protect sensitive information, and review or close the enquiry appropriately.

The operation will start with unity, verification, safeguards, and defined capacity.

These are planned areas of work, not claims of completed service. What begins, at what scale, and in what order will depend on protected community verification, qualified partners, and launch resources.

Dega unity and community priorities

Create protected forums across tribes and the diaspora, establish community-informed intake, identify shared priorities, and prepare non-confidential aggregate briefings.

Essential-services navigation

Prepare routes to suitable health, education, food, housing, wellbeing, language, and other providers where capacity can be verified.

Protection referrals

Develop connections to qualified legal, protection, detention, and case-support providers. Operation Siam will not replace a lawyer, UNHCR, or competent authority.

Institutional coordination

Prepare briefings, introductions, and scoped collaboration for organizations able to contribute relevant expertise, services, or resources.

Eligibility and limits

No fee. No guarantee. No influence over official decisions.

During launch, Operation Siam may receive and route enquiries but does not represent that field assistance is active. If first-phase intake begins, requests will be considered according to community focus, urgency, safeguarding, fit, and available capacity. Operation Siam cannot promise funding, legal representation, refugee recognition, release from detention, immigration status, a visa, or third-country resettlement.

Anti-fraud rule

No person or organization can legitimately sell or guarantee UNHCR registration, refugee status, or resettlement. A contribution to Operation Siam cannot influence any official protection or immigration decision.

Submitting an enquiry

Begin with the least sensitive information necessary.

Do not send passports, UNHCR documents, identity cards, exact addresses, medical records, or detailed case histories through a general public form. Receipt does not guarantee assistance during the launch phase.
