Registration is the starting point for seeking asylum through UNHCR in Thailand, but registration, a card, and refugee recognition are different stages with different effects.
UNHCR services are free
UNHCR states that its services and those of its partners are free of charge. Never pay someone for UNHCR registration, a document, an interview, a decision, or a resettlement referral.
Understand the stages
1. Request registration
A person in Thailand who is unable to return to their country because of a fear of persecution and needs international protection may request registration through UNHCR’s current channel. Demand and funding constraints can create long waits.
2. Registration interview
UNHCR records and verifies identity, family, and protection information. Follow the appointment instructions and bring materials through the channel UNHCR identifies.
3. Case assessment
UNHCR decides whether a refugee status determination interview is needed. Not every registered person is interviewed or recognized.
4. Keep records current
Use UNHCR’s current instructions to report changes, renew documents, add family information, or replace a lost or damaged card.

Share documents only through an authorized channel
Identity and asylum records are highly sensitive. Confirm the receiving institution, purpose, address, and minimum required material. Operation Siam’s public contact route is not a substitute for UNHCR’s official document-submission process.
