Associated Press reported the arrest of UNHCR-recognized Dega advocate Y Quynh Bdap in Bangkok and the warnings that accompanied Viet Nam’s extradition request.
The case at the moment of arrest
Associated Press reported on 13 June 2024 that Thai police had detained Y Quynh Bdap, a Rhade/Ede advocate and co-founder of Montagnards Stand for Justice. AP said he held United Nations refugee status in Thailand and was pursuing protection in Canada. At the time of the article, he was being held in Bangkok pending an extradition hearing.
Vietnamese authorities had convicted Bdap in absentia and alleged that he helped organize deadly unrest in Dak Lak in 2023. Bdap denied involvement and said his activities were peaceful documentation of human-rights and religious-freedom concerns. Human Rights Watch told AP that return would place him at real risk and conflict with Thailand’s non-refoulement obligations.
This brief records the case as AP reported it in June 2024; a separate Operation Siam update summarizes AP’s later reporting on the 2025 extradition. Keeping the two publication dates separate prevents later events from being written backward into the earlier record.
Terminology note
AP uses “Montagnard” as a broad term for predominantly Christian Central Highlands ethnic groups. Operation Siam uses Dega in its own voice and Rhade/Ede for Bdap’s specific community identity, while preserving the formal name of his organization.
